The action can't be completed because the file is open in windows explorer

Today i faced a very strange problem where I found that stsadm.exe is locked by windows explorer for no reason. I tried rebooting my server but no luck ... then after struggling for this stupid problem i found a very good software to check and delete the locks on any file on filesystem
